Bluetooth on my ENVY 23 will not pair with any Bluetooth device

I upgraded from one mistake, Windows 8, to an even bigger one, Windows 8.1, but that for another time.

My problem is since upgrading to Windows 8.1 on my HP ENVY 23 d034 PC, Bluetooth devices will not PAIR with this PC any longer. The Bluetooth devices and the PC recognize each other but the these devices always fail to pair when asked to.

We have tried every update, uninstallation, reinstallation as well as every setting change related to this that we can possibly find to fix this to no avail.

PLEASE HELP! I'd like to have all the functions on a PC that I've paid a lot of money for actually  work.
