hp support assistant - will neither launch nor uninstall successfully - Windows 7 Pro SP1

RE:  HP Support Assistant unable to run, cannot even successfully uninstall.

 

Have had my desktop since 2010.  HP Support Assistant has always worked just fine.  Now when I attempt to execute HP Support Assistant it fails to launch, returning the message "An unhandled exception ('System.TypeInitializationException') occurred in HPSF.exe [6264]."

 

In response, I downloaded the latest version of HP Support Assistant from the HP website and attempted to install it.  Some problem was encountered and it asked me if I wished to attempt an install using Recommended Settings.  I said yes, but no completion message was ever presented.

 

So, per the HP troubleshooting suggestions I attempted to uninstall HP Support Assistant using the standard Windows uninstall dialog.  But this, too, failed with the message "Error 1316 Network error occurred while attempting to read from C:\Windows\Installer\HP Support Assistant.msi" . 

 

I attempted again to install the latest version of HP Support Assistant, but once the install wizard began the only message it presented was the question about whether I wished to replace existing files.  I said yes, the wizard appeared to proceed, yet no completion message was ever presented.

 

A further attempt with the Windows Uninstall dialog again failed with the same Error 1316 message as before.

 

So, I'm stumped.  Suggestions?

 

My PC:  HP Pavilion desktop, model HPE-170t

OS:  Windows 7 Pro, SP 1, 64-bit
