Programs cannot write to AppData

First off when I bought this computer last week I was told I would have chat or phone Tech support available to me!  Your site even seems to reconfirm this, but go ahead and try to find it, I frick'n could not.  Then it took me 20 minutes to sign on to this site as it kicked me out three times.

I tried to run this question by Microsoft, but they like HP HATE to provide tech support.  They said since windows 7 came with  the computer I bought I had to contact HP to get this problem solved.  Here is my problem

I have a brand new HP Envy 700-327c computer running Windows 7 purchased about a week ago.  I am installing programs and getting them how I like them.  I am customizing a tool bar on a non- microsoft software/program.  When I make the changes I get an error message.

"Unable to write folder scheme file"

c:\Users\ * \AppData\Roaming\ <program name> (access denied)

I have have seen similair errors as I have been loading programs.  All of these exact programs were installed and working just fine on my previuos Windows 7 computer.

I have found that my computer will not let me write to <user>\AppData directory or sub directorys.  I am the only user of this computer so I will not be setting up any other "users".  With only one user name the computer want me to get "permission" from the "administrator" which should be me to change this.

It sounds to me that the computer is designating the above mentioned directory and all sub-directories as "read only". How do I unlock <user>\AppData so the computer will write to the needed directory and allow me to customize my program features to my likeing.
