Windows Firewall won't turn on

When I try to turn it on, nothing happens, it continues to be off. Even the options are unable to click to turn on when i open Windows Firewall.  Is this a troubleshooting problem? It is like this on all PCs. If any, are there any ways to do this without donloading something? I am using Windows 8.1
